In 1980, he started his political career by joining the Youth Congress. In 1993, Baghel won the assembly elections from Patan constituency of Chhattisgarh. This was a good success in his life. From 1993 to 1998, he was a member of the Legislative Assembly from Patan constituency. In November 2000, he was appointed Minister of Revenue Rehabilitation, Relief Work and Public Health Engineering. In 2003, he again won the election from Patan Assembly constituency.
In 2008, he lost the election from Patan Assembly constituency. In 2009 also, he had to face defeat in the parliamentary elections from Raipur.
In 2013, he once again won from Patan Assembly constituency. From 2014 to 2019, he was the president of the state unit of the Indian National Congress Party. Due to his presidency, the Congress Party received a huge number of votes in 2018. In the same year, Dr. Baghel defeated Raman Singh and became the Chief Minister of Chhattisgarh.
